2024 Legislative Priorities

The CALCCTA Executive Board, in consultation with the CALCCTA Legislative Committee, prepared a summary of 2024 Advocacy Process. This information will be updated throughout the year.

CALCCTA members are encouraged to utilize the following talking points to advocate for students statewide.

Collective body

The California Association of Latino Community College Trustees and Administrators supports SB 895 Roth. This bill would require the Chancellor of the California Community Colleges to develop a Baccalaureate Degree in Nursing Pilot Program that authorizes select community college districts to offer a Bachelor of Science in Nursing degree. The bill would limit the pilot program to 15 community college districts statewide.

  • Baccalaureate degrees at community colleges provide an onramp for social upward mobility.
  • When seeking increased social and economic mobility through higher education, many place-bound individuals encounter limited or no realistic options for affordable, quality postsecondary education programs. Baccalaureate programs at community colleges offer unmatched opportunities for these individuals. (Source)
  • According to the American Association of Colleges of Nursing, the capacity of four-year colleges and universities is a limiting factor in further progress.
  • California is estimated to face a shortage of about 36,000 licensed nurses, according to the UC San Francisco Health Workforce Research Center on Long-Term Care.

The California Association of Latino Community College Trustees and Administrators asks the Legislature to fund approved affordable student housing projects through a statewide lease revenue bond structure.

  • We urge the development of trailer bill language to provide state funds for these projects approved in the 2023 legislative session.
  • The California Community College System appreciates the state’s historic investment of $1.1 billion to support affordable housing at community colleges across the state.
  • he investment in affordable housing aligns with the findings in the CEO Affordability, Food & Housing Access Taskforce report from September of 2023.
  • The executive board will request to meet with Chancellor’s Office.
